    MD emphasizes in his memoirs that this book, unlike his earlier work published in 1958 (Tomorrow, the Republic), is primarily a legal study that attempts to distance itself from the context of the time. Indeed, it contains a remarkably insightful analysis of the relationship between the President of the Republic and the government, the author demonstrating in particular that the President's limited governmental powers prevent him from governing alone. It is also worth noting, within the context of a current debate, that the author argues that the President of the Republic is criminally immune, that he cannot be prosecuted for crimes or offenses in the courts but can only be impeached before the High Court for high treason.
