    As with the other subjects he taught, the lecture notes presented here by J. have a unique characteristic that deserves to be highlighted: each year the author would take up the previous year's course, but he would remove a section, usually at the beginning, add another, usually at the end, and make the necessary adjustments to the body of the text, sometimes brief, sometimes substantial. This is why the present volume no longer examines the "de facto officials" covered in the previous year's volume, but instead devotes over 110 new pages to "disengagement." The merit of these pages, which examine in detail the disciplinary system applicable to public officials before the war, should also be emphasized.
