    By a member of the legislative body, which, as we know, was an institution with considerably limited power under the Second Empire, this justification of the system concludes with the words, “it possesses the advantages of the parliamentary system without its disadvantages.” From a technical standpoint, it is one of the most comprehensive works written on this subject. It also offers an excellent study of the Council of State under the Second Empire.
