The author divides his work into three parts. The first part (72 pp.), entitled “The History of Prostitution,” reviews, in a somewhat superficial manner, the experience of earlier peoples, as well as that of nineteenth-century Europe. Nothing new is added to our knowledge, unless one takes the assertion on page 35 that syphilis was imported into Europe from America as such. The second part (135 pp.), entitled “Prostitution as It Is,” contains an excellent summary of the current situation in France and the various methods of regulation used to control the problem. The chapter on comparative legislation is, once again, too brief to be useful. Less than a page is devoted to the United States, and the statements are entirely inadequate. The third part, entitled “Prostitution from a Social Perspective” (97 pp.), contains an interesting discussion of the causes of prostitution, the reasons for regulation, and the reforms under consideration. “Seduction and low wages are, in my opinion, the two main causes of prostitution,” says the author. His overall viewpoint is sound. Simply condemning trafficking and punishing the prostitute is useless; so far, at least, regulations aimed at safeguarding public health have failed. It is therefore preferable to approach the problem from a constructive perspective: increasing wages, teaching sexual hygiene, etc. The book will be useful for its presentation of the French experience and its stimulating discussion of fundamental principles.”
