    The author begins his analysis by observing that today's civil servant is in a position of less subordination; towards the mass of public service workers, the state, as employer, can no longer adopt a very different attitude from the one it imposes on employers towards their staff. Aiming to determine the scope of this observation, the author clarifies the precise legal status of the civil servant in relation to their administration. He provides this problem, often overlooked by legal scholars, with "the elements of a rigorous answer, which future doctrinal developments will have to take into account" (RFSP, no. 1/1957, p. 225 et seq.).
