    Rolland's thought is generally presented only through his Précis, which, despite its evident qualities, is subject to the limitations of the genre. In the freer framework of the advanced doctoral course in administrative law, this thought unfolds with fewer constraints, and it is here, and not in the Précis, that the theory of the three laws of public service (law of continuity, law of change, and law of equality) is developed in its principal form, such that this course material clearly constitutes a fundamental source for the general theory of public services.
