    One of the very first major theses in urban planning law. The title should not be misleading: the issue is less about the tax regime for urban planning than a more fundamental reflection on the financing of urban development: determining who contributes to public works expenditures, taxing the capital gains they bring to riverside properties, and, of course, the crucial question of compensation for urban planning easements. This thesis is one of the major contributions to the thinking of the 1970s on urban planning and the new functions of property, a contribution that is, in this case, liberal and protective of property rights.
