    “[The author] addresses this important question of the external relations of the European Economic Community, a question which, even today, has received little scholarly attention and was even less so in 1964. [He] examines in his introduction the place of the EEC in the international community and the foundations of its external activity, to which he devotes interesting attention. Examining in particular whether the international personality of the Community constitutes the legal basis of its external competence or whether it is merely a consequence thereof, he opts for the latter and concludes that this competence in the realm of external relations finds its foundation in the treaty itself, either because it expressly provided for the establishment of external relations, or because these relations extend the internal competences of the Community. The author then devotes the first part of his study to these external competences of the EEC as they result expressly or implicitly from the treaty, both in their scope and in the modalities of their exercise.” He then examines in the second and third parts of the work the applications of the skills he has defined” (RIDC, Paris, 19687, P. 811).
