    This intermediate edition of the famous "treatise" could be useful for studying the evolution of all editions of Hauriou's handbook. Indeed, this edition is the first to incorporate commentary on the law concerning associations and the law concerning health. It also includes "an analysis of new case law established by the Council of State, such as the Casanova ruling of March 29, 1901, which declared admissible the appeal for abuse of power brought by ordinary taxpayers; and finally, an indication of new administrative developments that warrant attention, such as the use of large waterfalls for electrical power distribution." Hauriou also undertakes a complete stylistic overhaul here; in fact, many passages are entirely rewritten (see, for example, the theory of public management).
