In particular, one must mention “The Essay on the Charter,” which forms Book 3 of Volume I (p. 180 ff.). The work contains a substantial collection of texts on substantive constitutional law from the Revolutionary and Restoration periods. Lanjuinais emphasizes that it was developed by Bonnin, one of the most modernist administrative theorists of the 19th century, author of “Principles of Administration” in 1808, which had a profound influence on administrative law in the first half of the 19th century (Burdeau, p. 119).
