This collection comprises two doctoral lecture notes. The first contains a study of the general theory of the State in international law, which the author would later develop in his 1953 treatise (pp. 77 ff.). A comparison of these two texts reveals that the lecture notes contain reflections—particularly on the concept of State territory—that were not included in the treatise, and even analyses on which the author's thinking clearly evolved. As such, it represents an important stage in his development. The second lecture, focusing on a more specific aspect, has the same objective (it reproduces pp. 593–662 of the treatise). The author emphasizes in the introduction that he chose this aspect because of its “formative value from a scientific point of view…”. The study of maritime warfare is of great interest, notably due to its complexity, the long history, and the technical sophistication of its regulations. Here again, there are significant differences between the developments in the treatise and those in this lecture notes, which are considerably more extensive in certain respects.
