    Beyond the most debatable aspects of this work, which we have already discussed in reviews of previous copies (see MDD catalogs nos. 3-231 and 14-164), it is worth noting that this text constitutes the only theoretical description of the institutions established by the Vichy regime. See, in particular, the passages on “the authoritarian principle” (p. 196 ff.) and those showing how the Vichy regime differs from Caesarist or despotic regimes. The author's efforts to justify these institutions warrant epistemological reflection, as he, trained in the precepts of classical constitutional law, sometimes seems to struggle to substantiate his assertions. This text was first published in 1942. This second edition is significantly updated for the entire year of 1942. It is rarer than the previous one.
