    (Block, p. 914). The work we are presenting is exceptional for two reasons. First, in terms of its content, it contains the records of the opinions of the Council of State's Committee on the Interior since 1830 concerning the entire local administration as well as public institutions dedicated to "humanitarian" purposes. From this perspective, it constitutes an exceptional source for the study of the Council of State's advisory function, all the more so since the destruction of the institution's archives in 1871 made cataloging and consulting these opinions extremely difficult. Second, this work belonged to the personal library of Alfred Blanche, one of the leading authors of administrative law in the second half of the 19th century, who added some annotations to it. On a more general note, it should be emphasized that the publication of the opinions of the Council of State, despite being considered secret, continued at the initiative of two other members of the Council of State, J. Reynaud and G. Lagrange, for the period 1879-1897 (see MDD cat. 10 - 158). It was therefore only in the 20th century that the prohibition against making them public was established as a principle.
