    One of Napoleon's first acts upon regaining the throne was to establish a protocol and a system of military and civil honors, specifically for his new imperial majesty. Among the more legal aspects of the military honors rendered to the Council of State was a guard of one hundred mounted men, divided into the front, rear, and flanks of the procession. The civil honors were more modest, but nevertheless, mayors and deputy mayors were required to be at their residences before the procession's arrival, and representatives from the Courts of Appeal were to attend by delegation.
