    This issue of the Review is dedicated to the referendum and includes some absolutely crucial texts: Mirkine-Guetzevitch, "The Referendum in Central Europe: We Turn Away From It"; Le Dantec, "In Germany, We Betray It…"; and a text by Joseph-Barthélemy: "The Referendum: A French Institution," in which we would like to reproduce the ironic introduction: "I have never been a fervent revisionist. For a long time, I believed that the 1875 Constitution was like a car from the previous year's motor show, which, in reasonably skilled hands, could still provide excellent service. But now it's not considered aerodynamic. Well then! Let's bring it up to date. The first transformation I've always considered is the introduction of the referendum."… These texts are rarely cited, if at all, forgotten.
