    This work publishes for the first time the minutes of the sessions of the Council of State held in Napoleon's presence, which Baron Locré, the institution's Secretary General at the time, had taken notes on (apart from those concerning the legal code, from which Locré is known to have drawn extensively for his writing). It includes discussions on 19th-century administrative techniques (pp. 184-188 on the concession for the construction of a canal, p. 147 on the authorization of municipalities to litigate), as well as on more general issues, particularly the Empire's relations with the Pope (pp. 191-243).
