    Despite its title of manual, this is actually one of the first editions of the treatise. It has several merits: it contains a revised presentation on the system of public liberties and on the Council of State. It also includes more extensive sections on the general theory of administrative law and discussions of the Vichy regime and the restoration of republican legality.
