    This is the first edition of this seminal text. It is well known that Mounier was the driving force behind the idea of ​​drafting a declaration of rights. In particular, he authored the first three articles of the declaration of August 26, 1789. The present draft contains his initial wording (Article 3: Nature has made men free and equal in rights; social distinctions must therefore be based on common utility). This text is also an important contribution to the organization of the political system, as its Chapter 2 is entitled "Principles of the French Government" and establishes a regime with a separation of powers and a royal veto. Our copy conforms to the description of the original edition in the Bibliothèque nationale, which is missing from Berkeley.
