This lengthy speech by one of the most vehement critics of the Committee of Public Safety, even though he was largely responsible for Robespierre's downfall in Thermidor, constitutes a synthesis of terrorist doctrine. Delivered from the rostrum of the Convention the day after Danton's arrest, it was clearly intended to demonstrate, despite Danton's name being mentioned only once, how contrary it was to the policies of the Committee of Public Safety. It contains significant developments on the concept of democratic government, extending Robespierre's famous reflections.
