    It is hardly necessary to introduce this monumental and fundamental work, which Batbie describes as follows: “To understand administrative law properly, it must be linked to civil law as one links the exception to the rule” (Burdeau, p. 122). The first volume contains a general introduction, while the other six offer thematic analyses of each subject. Volume 3, devoted to constitutional law and civil liberties, is particularly noteworthy as it provides a first-rate analysis of these issues. A very rare find.
