Internal documents of the Permanent Court of International Justice (PCIJ) concerning the famous case that raised the question of whether a State could extend its criminal jurisdiction over a foreign vessel following a collision on the high seas (the Court answered in the affirmative, stating that the rules of law binding States derive from their own will and thus admitting that a State can define the scope of its jurisdiction without limit). The first volume contains all the written submissions filed by the French and Turkish governments, the second the legal opinions prepared by several professors and, most importantly, the complete oral argument of J. Basdevant for the French government. Rare.
