    This work is a dissertation awarded a doctorate in 1857 by the Faculty of Law of Paris, based on a report by Mr. Batbie, who stated: “Mr. Desjardins' dissertation is a remarkable work of scholarship.” The work provides a valuable analysis of the history of public property in France. It lays out the terms of the debate on the public ownership of local government property through a very thorough analysis. It also contains a supplement concerning the alienation and prescription of international property, a subject rarely addressed in administrative law.
