    Beneath this title lies a very rare and important work: a directory of opinions issued by certain administrative sections of the Council of State between 1879 and 1897. Given the generally confidential nature of these opinions, their disclosure for this earlier period has been very infrequent. It is therefore a major source for the study of this aspect of the Council of State's activities.
