    “Following the invaluable lecture given by Borel in The Hague, this work is the first comprehensive, synthetic presentation of the General Acts in book form. The author has worked diligently on all the documents of the Security Committee, the Assembly of the League of Nations, etc. F. begins by presenting in detail the problem of arbitration within the framework of the Constitution of the League of Nations and the attempts to develop it. The optional clause, the Geneva Protocol, etc. He then describes the debates within the Security Committee on the question of whether to prioritize a general treaty or specific treaties.
