This work, following the decolonization movements and titled "Précis de droit des pays d'Outre-Mer" (A Concise Treatise on the Law of Overseas Countries), is devoted to the study of colonies, which the authors define generally as "territories, most often located overseas, that a state with a European civilization has placed under its more or less complete control." According to these authors, the three characteristics of modern colonization are: "1) it presents itself as a state enterprise; 2) it implies the existence, in the overseas territory, of a new local society of European origin; 3) it gives rise to a new settlement, placed in a special situation with respect to the colonizing country, the latter assuming the status of metropolis." The sections are then divided into the study of "Constitutional Principles of Colonial Law," "The Legal System of Persons and Lands and the Economic System," and "Administrative and Judicial Organization."
