    Perriquet's treatise on state contracts, regrettably forgotten today, is notable for being the first comprehensive treatise devoted to administrative contracts. The pages dedicated to the general theory of administrative contracts clearly demonstrate the emergence of a category of contracts that are administrative by nature, even though this criterion was not explicitly defined by law, thus paving the way for the early 20th-century rulings that established positive law in this area. Furthermore, the work contains extremely thorough discussions on the different types of contracts concluded by the state, which are not addressed in the general treatises on administrative law or litigation of the time (see, in particular, the important section on agency contracts).
