    H. B.'s treatise on administrative law has always suffered from comparison with that of M. Hauriou, particularly because it presented a doctrine already perceived at the time as conservative (for example, it rejected the idea that public authorities could be considered legal entities except in cases where they act as private individuals). It is perhaps also for this reason that it is regaining interest today, as it represents the final expression of this doctrine, heavily influenced by Ducrocq, in an accessible and concise manner lacking in many earlier texts of the same nature.
