    We present here the author's Course, admittedly less well-known than his major Theoretical and Practical Treatise. This work, however, retains a twofold interest. On the one hand, it clearly reveals elements from two distinct periods, linking it both to the traditional, individualistic school of administrative law and to the contemporary approach to administrative law, particularly through the adoption of methods and a repertoire borrowed from the Institutes. On the other hand, this course, in several chapters, constitutes the preliminaries to the development of his major treatise.
