    “The publication of Mr. Jean-Marie Pontier’s doctoral thesis comes at a time when Parliament is considering the bill ‘for the development of the responsibilities of local authorities,’ already partially adopted by the Senate during the spring session of 1979, and it sheds valuable light on this new stage in the ongoing debate about decentralization. The idea underlying the argument is simple and convincing: without going so far—as some modern authors do—as to deny the existence of the concept of local affairs in French law, Mr. Pontier observes that the principle of separation of powers between the State and local authorities, traditionally based on the material distribution of these powers, is inadequate to account for the reality of the actions of local authorities and must be supplemented by new principles.
