    This remarkable work was published seven years before the defense of his thesis. The author meticulously analyzes the respective domains of administrative and judicial competence, culminating in a theoretical synthesis of the evolution of administrative law. He cites numerous examples of application of legislation concerning nationalized property and pledged assets (the source of many lawsuits during the Restoration). He studies, in particular, the rulings of the Council of State. From this, he draws a twofold conclusion: firstly, the supremacy of the administration from the first half of the period; secondly, the absence of influence from political transformations after 1815. This thesis, as R. Chapus points out, was published "to the great satisfaction of those whom a rather barbarous term sometimes calls 'administrativists'" (RIDC, no. 2/1958, p. 464).
