    This well-structured, three-part work begins with a history of France's administrative districts, itself divided into three main periods: from their origins to feudalism, from feudalism to 1789—notably including a new definition of the word "province"—and since 1789, or the history of the department. However, it essentially consists of a study of the regionalist movement in France since the beginning of the 19th century; it presents various proposals for administrative regionalism, including the one developed in 1941 by the National Council. Finally, Mr. Bancal develops his own proposal for new administrative districts. The second and third parts of the work analyze the different administrative forms of division (the region and the districts) and examine various case studies.
