    This extremely rare text, whose publication was prevented in 1861, was blocked by Victor de Broglie, one of the most virulent critics of the imperial regime. The edition published just before the Franco-Prussian War of 1870 by his son also met with very limited success (see J.-P. Machelon, "Victor de Broglie et les vues sur le gouvernement de la France" in Coppet Creuset de l'esprit libéral, Economica 2000). Yet, this text is of major importance for political and constitutional thought, as it encompasses all political and administrative questions, establishing a veritable common understanding of the French constitutional monarchy. The author also reproduces, with regard to the organization of the Council of State, the most important sections of the article he had published in the Revue française in 1828, which he had attempted to implement in 1830 upon his appointment as President of the Council of State.
