    "France under Philip the Fair is divided into fourteen books, in which Mr. Boutaric successively studies the monarchy, its character and its progress; — the Estates General; — feudalism and the struggle that ensued between it and Philip the Fair; — the French clergy; — the king's relations with the Holy See, affairs with Boniface VIII, with Clement V, and the trial of the Templars; — the Third Estate; — the administration in general, the financial administration, — revenues and expenditures; — industry and commerce; — the military organization; — foreign policy; and the character and results of the reign of Philip the Fair. This vast subject, these serious and difficult questions, have been treated by Mr. Boutaric with an abundance, a sagacity, and a method that assure his book a very distinguished place among the historical publications of our time." The author, sparing in his phrasing and avoids speculative deductions, has made the most useful and felicitous use of contemporary documents, particularly those preserved in the Imperial Archives; the most important of these documents were included by Mr. Boutaric in the collection of Notices and Extracts from Manuscripts published by the Academy of Inscriptions. I would be straying beyond the scope of this article if I attempted to list all the new sections and salient points contained in Mr. Boutaric's book. It will suffice to mention: the account of the progress Philip the Fair brought about in the French monarchy, the history of the origins and development of the assemblies of the Third Estate, the ideas expressed on the state of the communes and on the king's interference in municipal affairs, and the description of the financial conditions and organization of France during the reign of Philip the Fair. Mr. Boutaric seems to me to have explained the 1292 tax much better than Géraud, attributing to it a purely municipal character.
