    “This book fills a considerable gap, including in French defense law. The author first examines the historical evolution of officers’ political rights from 1789 to the present day, and then, in the main section, presents military law. The main section is devoted to the current legal situation. He also carefully addresses the importance of disciplinary power for an officer’s freedom of expression. While Sénéchal refrains from polemicizing on this subject, he arrives, based on thorough research, at the following conclusion: ‘The defense officer is a man of power.’ He concludes that more secure and favorable measures for officers must be taken. A more solid legal foundation must be established. A forthcoming special law will allow for the use of this book.
