    “Mr. Fromont’s thesis will interest French specialists in administrative law, both for the method used and the subject chosen. The author summarizes his purpose as follows: to illuminate German law through the solutions of French law, chosen as the reference legal system—an “asymmetrical comparison” insofar as Mr. Fromont does not conduct two parallel studies but primarily analyzes German law by situating it in relation to our positive law—a method that avoids unnecessary repetition while allowing for the creation of a work of comparative law. As for the object of Mr. Fromont’s work: the search for a criterion for the distribution of jurisdiction between civil and administrative courts, this is a subject that cannot leave French legal scholars indifferent, one of whose essential concerns for the past twenty years has been precisely to find, through case law that is difficult to interpret, “the” criterion for delimiting the jurisdictions between our two court systems.” (J.
