    “One of the merits of Hubert Brochier’s work, Public Finances and Income Redistribution, is precisely that it has shown that redistribution policy is less easily achieved than one might think in effecting a transfer of wealth. A rigorous examination of the facts indicates that the progressive tax mechanism is not sufficient to ensure equitable redistribution, since the study of the French case demonstrates that redistribution is carried out in reverse, to the detriment of the poor and to the benefit of those with high incomes.
