    Having earned his doctorate in law in Paris in 1910, he lectured at the Faculty of Law in Algiers in 1912 and passed the agrégation examination in law in 1919. On June 30, 1920, he was appointed Professor of Political Economy at the Faculty of Law and Political Science in Strasbourg. He was one of the leading French figures in the abolitionist movement, which advocated for the closure of brothels. In particular, thanks to his numerous efforts, a prefectoral decree in July 1925 ordered the closure of the fifteen brothels in Strasbourg. He (through the "Pro Familia" foundation) also succeeded in closing brothels in Haguenau, Mulhouse, and Sarreguemines. In 1943, P. Gemähling was transferred to the Faculty of Law in Paris, where he taught until his retirement in 1954.
