    Following the now classic work on this subject by Mr. Paul Roubier, Mr. Level in turn addresses the delicate problem of conflicts of laws over time, which falls under the category of “transitional law.” This area of ​​law consists of determining the rule applicable to legal situations created under a law that is subsequently replaced by a new law. The major innovation of Mr. Level’s work compared to previous works on the same subject is to have drawn a parallel between the rule of conflict of laws over time in domestic law and the rule of conflict of laws over space in international law. This parallel was indeed necessary, given the clear analogy between the two rules. This analogy arises first from the very nature of the rules in question: they both represent “indirect norms,” that is to say, those that merely designate the applicable law. It also arises from the same problems they raise: the question of legal classifications, the theory of renvoi, and the requirements of public policy. Mr. Level highlights this necessary parallelism with great clarity. The problem of conflicts of laws over time is one of those which, by its importance and complexity, touches both on the very heart of general legal theory (the relationship between law and legality) and on the essential part of legal practice (the sometimes very difficult reconciliation of the particular interests at stake).
