Yves Daudet's commentary: "No fewer than 47 contributions (all in English) appear in these 'Mélanges' (Essays), a title broad enough to encompass studies of extreme variety. They include a modest section on questions relating to Belgium and Flanders within the new international legal order, and deal primarily with issues of international law and international relations. The articles, often penned by prominent figures, are offered to the author, a former professor at Louvain and legal advisor to the United Nations, to mention only his principal roles. Simply listing the contributions would be far too lengthy. Suffice it to say, then, that most of the major questions currently facing international law are, inevitably, sometimes addressed somewhat superficially, but that, overall, this work has the very real merit of providing a good snapshot of international law at the end of the century, demonstrating a fairly consistent concern with current legal issues." Classic topics are thus revisited (see, for example, K. Zemanek on unilateral acts, p. 209; G. Abi-Saab on the principle of non-intervention, p. 225; M. H. Arsanjani and W. M. Reisman on the liability regime for the protection of common assets, p. 469; Y. Dinstein on the diplomatic protection of companies, p. 505, etc.). Other articles are primarily informative (for example, B. Boutros Ghali on the United Nations and the fight against terrorism, p. 287, or H. Corell on the United Nations Legal Service, p. 305). Still others open up interesting avenues for reflection (see, inter alia: J. Verhoeven, Jus Cogens and reservations or “counter-reservations” to the jurisdiction of the ICJ, p. 195; N. Angelet, Protest against Security Council decisions, p. 277). Overall, despite its inevitably choppy development, the book is interesting and useful.
