    "The essential part of Mr. Norès's inquiry is obviously that which relates to our work in matters of indigenous justice; what concerns Europeans, after all, does not differ from what happens in France; Mr. Norès, who has practical experience in this field – especially with regard to the Arabs; he seems to have less direct experience with the Kabyles – explains at length the difficulties involved, and first and foremost those that arose from our superstition in respecting the so-called Capitulation of Algiers; this text, which had never had the scope we gave it, through a veritable legal laziness, literally paralyzed all our action for a century and kept the inhabitants of our colony, against their own interests, at a social level that other Muslim countries, such as Egypt or Turkey, have long since surpassed.
