    “A more solid foundation lies in positive financial law and the history of institutions. Good or bad, the rules of positive financial law exist; they can be grasped, their mechanisms and operation explained. Undoubtedly, the true origins and actual results of these rules are more difficult to ascertain; but nevertheless, some fairly accurate indications can be obtained. This is why I confess my preference for the study of the institutions of positive financial law. I have striven to provide as precise a description as possible. As these rules emerge from a set of often very complex facts, the formulas I have used are sometimes too rigid.
