The first four editions (between 1936 and 1946) appeared under the title \"Manual of Administrative Law.\" From the fifth edition (published in 1950) onward, it was renamed \"Elementary Treatise on Administrative Law.\" The sixth edition, published in 1951, was virtually identical to the previous one, except for a few minor formatting changes. Several updates were subsequently published (46 pages in 1952; 14 pages in 1955). However, in 1957, for the 7th edition, the title changed again to \"Administrative Law,\" it was updated in 1959 (8th ed.) and appeared for the last time in 1963. The author finally published a \"Précis de droit administratif\" (Summary of Administrative Law) in 1969. This time, the change of publisher (Montchrestien instead of Sirey) led to a radically revised text. In some aspects, it was more concise (administrative institutions), while in others, it was more developed (public services, administrative contracts). Our copy constitutes the first edition of the \"Elementary Treatise.\" The author indicates in his foreword that this edition \"bears the mark of a complete revision of each of the chapters.\" The most significant revisions concern the resurgence of decree-laws, the interpretation of administrative acts and the assessment of their legality… acts subject to appeal for abuse of power… general concepts regarding public services… the crisis of concession contracts… the criteria for administrative contracts. The author indicates that he was unable to address the law of civil servants and that of the public domain, but has instead created an entirely new section devoted to the management of public services, and in particular to the concession of public services.
