    "The theme of this conference allows us to examine the notion of responsibility and its application across its various aspects. Political responsibility obviously concerns the government and ministers in a parliamentary system. Does this mean that responsibility, and even political responsibility, does not exist in other areas and in other forms of government? Is a member of parliament not responsible, for example, to the voters who are supposed to judge their actions at the end of their term? And is the head of state not responsible in ways other than to Parliament, especially in systems where their election is by universal suffrage? And what about their responsibility for violating the Constitution or for high treason? Do the administration and its services not assume their responsibility in other ways, using techniques that have ultimately shaped the responsibility of public authorities in a unique manner, based on principles that have become autonomous with the evolution of administrative case law in systems that distinguish between administrative and judicial courts?" Are not international institutions also moving towards a particular system in this area which is expanding further with intervention techniques that are constantly evolving with the variations in international relations and the hegemony of certain great powers?
