"The book comprises two parts. The first part deals with the foundations of international development law: general principles (excellent analyses of the new content of the principles of equality and sovereignty and of the various categories into which developing countries are classified), the sources of international development law, international development shifts (the United Nations system, the European system, and the frameworks of North-South dialogue), and cooperation (we would particularly like to highlight the insightful pages devoted to the French system). The second part covers the applications of international development law: official aid, foreign investment, the status of technical cooperation and technology transfer, and trade and monetary relations. Two remarkable chapters are devoted respectively to commodities and industrialization, and to employment and labor, and not only to the rules they establish but also to the questions they raise (p. 306). It examines the past, present, and future, concluding: “In any case, it is now primarily the development of the labor-supplying country that must be taken into consideration, and industrialized states.” "They will have to understand that labor constitutes a new chapter in international development law" (p. 321). For each issue addressed, the book includes an excellent bibliography. Moreover, and this is no small merit, it is written in clear and lucid language. The author deserves high praise for his contribution to the new law of development and the perspectives he opens up in this field." (Georges Fischer, Foreign Policy, No. 3/1978, p. 356 et seq.).
