    Pedro de Santarém, also known as Petrus Santerna or Petro Santerna Lusitano, was a Portuguese jurist and a pioneer in insurance theory. Pedro Santerna flourished at the end of the 15th century, during the reigns of John II and Manuel I of Portugal. He served as consul and Portuguese factor in Florence, Pisa, and Leghorn (Livorno) at the turn of the 16th century. Santerna may have written the first treatise on the theory and law of maritime insurance around 1488, although it was not published until 1552 (in Venice, by a certain Balthazar Constantini). It immediately caused a sensation in merchant circles and went through several editions (Antwerp 1554, Lyon 1556 and 1579). Santerna challenges the prevailing opinion, promulgated by the Church, which saw an essential link between insurance and usury or gambling. His treatise explains the motives, practice, and consequences of marine insurance and calls for the lifting of insurance prohibitions. His work was extensively commented on by Benvenuto Stracca and frequently printed jointly with his.
