"[The author's] work represents a remarkable effort to establish a principled solution to the problems raised by the regulation of relations between the Church and the State, problems which, unfortunately, have lost none of their urgency. It is a scholarly work that remains easy to read and whose interest does not diminish. The author first sets forth a general theory under the title "General Principles of Public Law," in which he examines the theses of the perfection of the State and the Church as societies, the superiority and sovereignty of the Church, and finally, the resulting modalities of the Church's relations with the various States. It is in the light of this analysis that, in a second part, "Some Special Questions of Public Law" are studied: immunities, ecclesiastical property, the question of education, and marriage." [J. Boulouis, Revue française de science politique, 1952, no. 2-3, pp. 629-630]
