“The celebrations of the 150th anniversary of the Swiss federal state offered Alfred Dufour, the renowned legal historian at the University of Geneva, the opportunity to examine the intellectual and political role of Pellegrino Rossi in the development of modern constitutional discourse in Switzerland. Rossi’s name is closely associated with the important draft constitution of 1823, which, although it failed, represented the legal and political bridge between the Federal Treaty of 1815 and the first federal constitution of 1848. Of the “four lives” of the celebrated jurist and statesman from Carrara, it is therefore his second life that is the focus of this book. After the first phase of his political activity in Italy, he resided in Switzerland from 1815 to 1833, where he emerged as one of the most important figures in Swiss and federal politics.” It seems almost fateful that he – then Minister of the Interior under Pope Pius IX – was renumbered in the very year of the adoption of the first Swiss Federal Constitution. The constitutional law project, for which he had done such important pioneering work, was completed when Swiss politics had long since ceased to be at the center of his interests. With his death and the ensuing turmoil, his plans for reforming the State and the Church perished, but not the long wave of his confederal visions… (Roy Garré, Zeitschrift der Savigny-Stiftung für Rechtsgeschichte: Romanistische Abteilung, no. 1, vol. 118).
