    Completely overlooked by historians of the relationship between administrative and European law, this volume, and in particular the third section on administrative litigation, appears absolutely crucial for understanding the context in which the Semoules ruling was handed down in 1968: a profound indifference towards EEC law, which Louis Fougère's report highlights in an almost sociological manner, presenting the results of a survey he conducted among 50 members of the Council of State, revealing that more than a third were unaware of the existence of the preliminary ruling mechanism before the Court of Justice of the European Communities. The faithfully transcribed debates, including contributions from Laubadere and Lagrange, further underscore this indifference and skepticism. In every respect, this is an essential text for the history of the development of the relationship between domestic and European law.
