This work constitutes one of the major contributions to 20th-century constitutional law. It contains the most complete expression of the notion of "rationalized parliamentarism," of which M.-G. is the author. A rereading of this text leads us to recall that M.-G.'s proposals aim not only at the rationalization of the functioning of assemblies and accountability mechanisms, but at that of power as a whole. This is sometimes mentioned, particularly regarding the need to strengthen the executive branch, but other essential elements of this doctrine are less frequently discussed: the place he assigns to the institution of constitutional justice as a means of rationalizing power through the guarantee of the rule of law it provides; the notion of "unity of public law," which calls for the merging of domestic and international public law; and the issues of rationalizing federal institutions. Our copy is from the second edition, published five years after the first, in which the author acknowledges the unfavorable evolution of the regimes he had advocated, attempting to refine his analyses. An admirable and rare text.
