    While everyone is a subject of a Prince or a citizen of a State, many are also faithful followers of a religion. How do public authorities and religious leaders coexist within the same territory, addressing the same individuals, yet disseminating messages distinct in nature and content? The challenge of organizing relations between a State and religions spans all eras and civilizations. Fusion of the two powers? Persecutions? Recognition or Separation? All models exist; only ignorance is impossible. In the Christian West, a tradition has been established, distinguishing two powers, maintaining more or less close ties. This general pattern has persisted for twenty centuries, blending elements of continuity with numerous changes. The Kingdom of France experienced—and perhaps still experiences—Gallicanism, in which public authorities exercise a certain authority over religion in temporal matters. What authority? Over which religions? And what are these temporal matters? The answers are many. Our current secularism was slowly built upon Gallicanism, which took shape during the conflict between King Philip the Fair and Pope Boniface VIII. This conflict led to the Concordat of Bologna in 1516, the Declaration of the Four Articles in 1682, the French Revolution, the system of recognized religions, the Separation of Church and State, and finally the 2021 law reinforcing the principles of the Republic. Gallicanism or secularism? Two terms that seem incompatible at first glance, yet the history of the legal framework governing religion in France has seen certain continuities, which this book explains, without overlooking the evolutions and adaptations, driven by people and events, sometimes more than by laws.
